IGCSE经济论文中的discuss题分值大、难度高，很多同学对其无从入手，往往只能很片面地写出一两个知识点。下面介绍突破方法：

discuss题一般用以下形式开头 ‘Discuss what impact...’‘Discuss whether ...’。不论何种形式，文章都该分为两大段落，分别谈论正、反两个方面：一般指对被影响人的好坏，或该政策的优缺点。如：Discuss whether a government should increase the tax on cigarettes. [8]

思路：政府对香烟征税是一种政策，文章应该谈论该政策的优缺点。优点4分，缺点4分。优点/缺点的4分意味着每部分至少答两个知识点，每个知识点2分，含概念1分，解释1分。切忌只列概念而不进行详细解释。

优点:

1. Correct social costs (external costs&private costs) by cigarettes. (1分)

As smoking damages health for smokers and non-smokers, increase the tax can put up price to discourage smoking.(1分)

2. Increase government revenue (1分)

Tax on cigarettes can be used to spend on other areas, e.g. Merit goods(education).(1分)

3. Correct current account deficit (1分)

imports of cigarettes count in trade in goods of current account, so tax can reduce spending on imported cigarettes. (1分)

缺点：

1. Useless if demand may be inelastic (1分)

A rise in price will not have much impact on consumption if PED<1 (1分)

2. Tax on cigarettes falls more heavily on the poor(1分)

Poor smokers have inelastic demand for cigarettes so tax will add to their living costs(1分)

3. Tax increases inflation(1分)

If cigarettes consumption accounts for large part of consumers’ spending, general price level rises significantly (1分)

国内：Producer, consumer, labour force, government；economic growth, inflation, unemployment, environment, income distribution(收入分配)

国际：export, import, exchange rate, balance of payment

• Occupationallymobile: capable of changing use.

• Geographicallyimmobile: incapable of moving from one location to another location.

• Capital: humanmade goods used in production.

• Investment: spending on capital goods.

• Depreciation: the value of replacing capital.

• Productivity: output per worker hour.

• Opportunity cost: the next best alternative forgone.

• Economic good: a product which requires resourcesto produce it and therefore has an opportunity cost.

• Free good: a product which does not requireresources to produce it and therefore has an opportunity cost.

• Production possibility curve: a curve that showsthe maximum output of two types of products and combination of those productsthat can be produced with existing resources and technology.
